What is retroactive Medicaid coverage?
Retroactive coverage lets Medicaid pay eligible medical bills from as early as the third month before the month you apply, if you would have qualified then. For applications filed on or after January 1, 2027, federal law (Public Law 119-21, sec. 71112) shortens this to the month before the application month for adults in the ACA expansion group and to the second month before for everyone else.
For movers, it is the safety net that can cover care received during the gap between leaving one state and being approved in the next.
The change applies by application date, so an application filed before January 1, 2027 stays under the current rule. Ask about retroactive coverage explicitly when applying — it is not always automatic, and several states already narrow it through waivers. Keep bills and dates from the gap period.
